Pursuant to Clause 9 of the Constitution of The KSIMC of London, the Executive Committee (EC) hereby gives notice of a Special General Meeting to be held:
- Date: Sunday, 14 September 2025
- Time: 5:30pm (registration). Formal business will commence promptly, with voting scheduled shortly after the completion of Salaah to accommodate members given the following day is a working day.
- Venue: Husaini Islamic Centre (Hujjat), Wood Lane, Stanmore, HA7 4LQ
- Format: In-person only

Preamble
The community is mindful of the upcoming debt maturity relating to the acquisition of Widewater Place. After careful consideration of various options and alternatives, the Executive Committee believes that the proposal set out below represents the most effective way forward as part of a phased strategy.
This phased approach involves, in the first instance, the development of Musgrave House (to which this resolution specifically relates), while simultaneously pursuing a planning application for Norgine House and raising funds to reduce the overall debt burden.
It is important to note that this direction is not new. When the Jamaat approved the acquisition of the Denham/Harefield property in January 2022, the mandate granted under Clause 6.10 of the Constitution was accompanied by clear recognition that risk-mitigation strategies might include enhancing planning consents, splitting titles for partial sale or development, or retaining part of the site as housing. The approach now being proposed is therefore consistent with the range of options presented to and endorsed by the General Body at the time of purchase.
In addition, the Executive Committee will provide members with a high-level update on the Jamaat’s financial position to support informed discussion. For the avoidance of doubt, this update is for information purposes only and does not form part of the formal resolutions for approval.
The General Body acknowledges the importance of protecting community assets and ensuring that decisions are taken with openness and accountability.
Agenda
The purpose of the SGM is to discuss and decide on the following agenda items:
- Recitation of the Holy Qur’an and translation thereof
- Presentation and Approval of Resolutions
- Resolution 1 – Transfer and Development of Musgrave House
Transfer the freehold, or grant a 999-year lease, of Musgrave House, Widewater Place, Harefield, UB9 6NS into a company wholly owned on behalf of the Jamaat; and undertake the development of Musgrave House into residential flats, including the granting of leases for such flats. - Resolution 2 – Financing and Debt Obligations
Raise development finance, refinance current facilities and enter into such debt facilities, contracts, costs, liabilities, and obligations as may be necessary in connection with the transfer and development of Musgrave House; Provided that the Husaini Islamic Centre (Hujjat), Wood Lane, Stanmore, HA7 4LQ, shall not be used as security for any borrowing. - Resolution 3 – Quarterly General Meetings on Property Matters
The Executive Committee commits to convening a General Meeting (minuted meeting) every quarter for the next two years to update the community on Widewater Place property matters.
